Inputs: Seat or user exports from paid tools
A current employee and contractor roster
Identity-provider access logs, where centralized through one
Method: Pull seat lists from every tool in scope, plus whatever activity signal each vendor exposes
Merge every seat against the current employee roster
Separate the unarguable finding — departed-employee seats — from anything that still needs corroboration
Build a license ledger: tool, assignee, employment status, last login, cost, contract lock-in
Output: A license ledger with departed-employee seats identified as high-confidence shelfware.
